Here is an update from the Helvetas regarding CSO grant:

1. Helvetas is establishing the CSO grant online hub www.csogrant.bt and has started announcing the call for proposal via local media outlets. The Dzongkha version will be added to the website by 30th November.

2. Helvetas has conducted a briefing with the CSOs on the grant fund.

3. They will also be orienting the DPOs early next month via a workshop and also calling upon some Dasho Dzongdags.

Presentation: How does Bhutanese society perceive CSOs?

Civil Society Organisations (CSOs) have received increasing attention in recent years, and the award of the National Order of Merit has brought CSOs into the public domain for its service to the nation. However, much uncertainty still remains in terms of how the average people, as indeed state actors like the government, perceive CSOs.

Many only tend to look at the growing numbers of CSOs. There is little understanding of how CSOs work, their value and potential impact to a country at large. Equally lacking is the general public’s understanding of why civil society and CSOs, are a vital indicator of a healthy democracy.

It is within this context that we seek to understand society’s perception of CSOs in Bhutan in order for us to grow and build

The second day of the Societal Leadership Summit kicked off with a panel from CSOs, education, UNDP and the private sector. The panel discussed the need for creating a culture that fostered higher life purpose, how assuming what others want can backfire, rural-urban migration, and more. Two breakout sessions fostered discussions on Civil Service Organization funding and inclusive leadership. The sessions explored the decline of philanthropy as a funding method and how ego stands in the way of collaboration. After lunch, another panel discussed how CSOs can incorporate consolidation, collaboration, and coordination in their organizations. As the panel finished, many agreed that sharing of plans and more intentional communication are ways to help improve CSOs effort in working together. Lyonpo Dawa Gyeltshen of Ministry of Home and Cultural Affairs closed the second day saying how the government is looking to improve the relationship between CSOs and the government.

The opening night of the Societal Leadership Summit 2017 was a night full of hopeful and inspired words. Governmental, media, private sector, and civil society leaders gathered to hear from the Chief Guest, Honorable Lyonpo Aum Dorji Choden of Ministry of Works and Human Settlement. She touched upon the importance of CSOs, saying that, “CSOs and the people that work for them give light to those in the dark and hope to the hopeless”, and that CSOs are “partners in development” with the government.
Many of the successes of civil society organizations in Bhutan were highlighted, as well as the need for more support and resources for such organisations. As Bhutan continues to strive for inclusive and equitable growth, societal leadership is vital. Martin Tan, Director, Institute of Societal Leadership made an intro on societal leadership. The application for Sangat's XXII South Asian Feminist Capacity Building Course on Gender, Sustainable Livelihoods, Human Rights and Peace (Month Long Course) is now open!

The Month Long Course is designed to offer course participants clarity on and a greater understanding of concepts related to gender, justice, poverty, sustainable development, peace, democracy and human rights.
